Voting guidance linked to specific VEC sources

Checked the voting basics and added eligibility, enrolment and deadline guidance. Each voting fact now links to the page used. Removed unused parliamentary-directory links; kept the bill supporting an existing policy summary.

Greens source link replaced

Replaced the inaccessible cost-of-living source with the Victorian Finance and Public Administration Policy and updated the party hub to its state policy index. These are standing policies, not the forthcoming 2026 election platform. The summary is unchanged and marked Source linked pending re-review.

We checked 34 summaries against exact party sources. We also recorded the gaps where a current direct source is still missing or no longer live.
